Miliband two. The voice of Ed.

Interesting alignment of articles in the Sunday Times today. A double page feature on Gordon Brown lists 'the hidden persuaders in Gordon's orbit'. Amongst them are one Ed Miliband, currently heading up the Office of the Third Sector within the Cabinet Office. Flick forward six pages and there is an article by said Monsieur Miliband suggesting that 'Labour needs a new tune'.

The Milibands are an interesting dynasty and people of current significant political influence. Interesting then to note Miliband's views on policing in the article. He says 'There are new areas where we must give people a voice. Take, for example, policing. I see, as an MP in Doncaster, people's concern about crime and also their desire to determine local priorities. We need to find ways of building on the regular, local beat meetings being pioneered in different parts of the country so that people feel they have a say and there is proper accountability on this crucial issue for our communities'.

Going to be interesting to see where Ed ends up in a Gordon Brown government.

Cause and effect

So, after the dust settles on Tony Blair's cabinet reshuffle this week, David Miliband moves from ODPM (Office of the Deputy Prime Minister - a now abolished department) and becomes Secretary of State at DEFRA. And ODPM becomes the DCLG (Department for Communities and Local Government).

Mr Miliband has been very influential at ODPM. Certainly the Home Office and ODPM have become much, much closer during his time in office and there has been a noticeable coming together of the Neighbourhood Management (ODPM) and the Neighbourhood Policing (Home Office & ACPO) agendas.

Whilst Ministers come and go (Policing Minister Hazel Blears, a staunch advocate of Citizen Focused Policing and Neighbourhood Policing, has also left the Home Office on promotion) policy is king and lasts much longer than mere flesh and ego.

It will be very interesting to watch the effects of the changes on the current agendas. Just when ACPO was getting on board too....
